horse that spooks NEED HELP

my horse foxy has a big problem with spookin'. He once spooked at a squirell and once a 4-wheeler that was FAR AWAY. When he spooks he side steps a LOT and will NOT listen to you. sometimes he even tries to pull away from me if i am leading him. he is 23 if you'll believe it. he is 14.2 hands if that helps at all. anyway, WHAT SHOULD I DO??
